Review of the legislation on the administration of the pension plans

WHEREAS, for the past few years, many workers and ex-workers have had to deal with the closure or bankruptcy of their businesses;
WHEREAS, in more and more cases (White Birch, Sears, Groupe Capitales Médias, etc.), retirees and active workers have faced solvency deficits in their pension plans;
WHEREAS, these situations have resulted in dramatic cuts in the retirement benefits of these workers (nearly 45% for white Birch retirees and nearly 30% for active employees and retirees of Groupe Capitales Médias newspapers);
WHEREAS, Quebec legislation allows companies to avoid these solvency deficits by not contributing enough to pension plans;
WHEREAS the Canadian Federation of Pensioners estimates that more than 15,000 retirees have been paying the price since 2009;
We, the undersigned, ask the government of Québec:

To review the legislation on the administration of pension plans to prevent the recurrence of such tragedies;

To implement all possible means to mitigate, if not eliminate the effects of such events;

To set up an insurance program, at the expense of businesses, to compensate for possible cuts in pension benefits, similar to what is done in Ontario.
