Measures to put in place a fragrance or perfume-free policy in all health-care facilities in Québec

WHEREAS fragrances, scents, perfumes, scented products, are mixtures of chemicals intended to produce a particular smell;
WHEREAS a single perfume can contain up to 500 ingredients, 95% of which are petroleum-based volatile organic compounds;
WHEREAS approximately one-third of the population experience symptoms when exposed to scents;
WHEREAS a wide range of symptoms are caused by exposure to scented products;
WHEREAS infants can experience severe symptoms such as diarrhea, vomiting, earache, cough, fever, wheezing, breathlessness, and rashes;
WHEREAS adults can experience headaches, dizziness, difficulty concentrating, fatigue, watery eyes, runny or stuffy nose and sinusitis, wheezing and shortness of breath, or rashes;
WHEREAS people suffering from asthma, respiratory diseases, autism, multiple chemical sensitivity, migraines, headaches, dermatitis may have their conditions worsened by fragrance exposures;
WHEREAS health-care facilities are places of healing and should not cause harm from such exposures;
WHEREAS health-care facilities around the world and in Canada are becoming fragrance-free where visitors, patients, health-care professionals and other staff members are required to refrain from using any scented products;
WHEREAS it is necessary to have an education and awareness program on fragrance-free health care;
We, the undersigned, request the Government of Québec to take all the necessary measures to put in place a fragrance, scent, perfume-free policy and the use of least-toxic products in all health-care facilities in Québec.
