Installation of cameras in patrol cars and wearing of body cams by patrol officers

WHEREAS the Bureau des enquêtes indépendantes (BEI) has been given the mandate to investigate police work during a police intervention, allegations of sexual impropriety involving a police officer, and criminal allegations leveled against a police officer by an Indigenous person;
WHEREAS the BEI does not always respect the obligations it owes to the public pursuant to its governing regulations;
WHEREAS at least 1800 ethics complaints are filed every year, and there have been 117 BEI investigations since the inception of the agency;
WHEREAS since the BEI was created, there has not been a single criminal allegation against a police officer;
WHEREAS BEI reports and the reports of the Director of Penal and Criminal Prosecutions are not available to the public;
WHEREAS public confidence in the police has diminished;
WHEREAS taxpayers pay millions of dollars to finance investigations of allegations against police officers;
We, the undersigned, ask the Government of Québec to ensure:
- that all patrol cars in Quebec are equipped with a GPS, a dash cam, and a fixed camera which films the interior of the vehicle;
- that all patrol officers are required to wear a body cam.
