GIVEN THAT the last years have seen a significant increase in the use of cycling and active transport, in Montréal and elsewhere in Québec;

GIVEN THAT this increase has created friction between the various road users;

GIVEN THAT the Québec Highway Safety Code (HSC), written in 1986, does not reflect the realities of non-motorised mobility and the frictions thereby created;

GIVEN THAT other countries have already adapted their road laws to better reflect the needs of cyclists and other means of active mobility;

GIVEN THAT the Highway Safety Code proposes too few measures to protect cyclists and that, for example, only minimal sanctions are imposed against the opening of a road vehicle door in the way of a cyclist's path and that the minimum passing distance between a road vehicle and a bicycle is not specified;

We, the undersigned, ask that the Government of Québec initiate a public consultation that will have for objective to revise the Highway Safety Code, as a minimum, in the areas of: 

  •  An update of sections made obsolete by the evolution of active mobility practices;
  • The addition of adequate means so as to adapt the HSC to the needs of cyclists and other active transportation modes;
  • The addition of sanctions for certain dangerous actions towards cyclists not considered presently or judged not severe enough in the current HSC.
