Enbridge Pipelines Inc. 9B Reversal and Capacity Expansion Project

CONSIDERING THAT Enbridge wants to reverse the flow and increase the volume in pipeline 9B and that these changes could weaken the pipeline and increase the risk of accidents;
CONSIDERING THAT diluted bitumen from the tar sands could flow in this pipeline;
CONSIDERING THAT this pipeline is not conceived to transport diluted bitumen, a petroleum product with distinct characteristics;
CONSIDERING THAT the risks and the impact of a fault or weakness in this ageing pipeline, caused by the changes in flow and pressure, are not well known by experience and science;
CONSIDERING THAT Enbridge is the company responsible for the biggest oil spill in North America (it received harsh criticism from the National Transportation Safety Board of the United States), and that since 1999, the company is responsible for over 800 spills that have spread over 25 million litres of hydrocarbons;
CONSIDERING THAT the public hearings and environmental studies to be carried out by the National Energy Board (a federal agency) cannot guarantee a large enough scope to make the debate accessible to all Quebecers, in an unrestricted and inclusive way, and will not take into consideration the environmental and socio-economic effects associated with the upstream and downstream activities;
We, the undersigned, ask the Minister of Sustainable Development, Environment, Wildlife and Parks to commission a BAPE enquiry and public hearings on the Enbridge Pipelines Inc. 9B Reversal and Capacity Expansion Project.
