Official recognition of sign languages in Québec and improvement of accessibility for deaf and hard-of-hearing individuals

WHEREAS accessibility to public services, including health, education and justice services, is a fundamental right for all citizens;
WHEREAS many deaf and hard-of-hearing individuals in Quebec encounter obstacles in accessing health, education, justice and other public services;
WHEREAS the use of Québec Sign Language (LSQ), American Sign Language (ASL) and accessible communication technologies can greatly improve access to these services;
WHEREAS Ontario recognized ASL and LSQ as languages of instruction in 1993, and several countries have recognized sign language in their constitutions, including Finland, Japan, Austria, Iceland, Venezuela and Kenya;
We, the undersigned, ask the Government of Québec to:
- Officially recognize Québec Sign Language;
- Officially recognize American Sign Language;
- Further fund and promote sign language interpretation services and accessible communication technologies;
- Strengthen laws and regulations regarding accessibility;
- Guarantee equal rights, opportunities and social inclusion for deaf and hard-of-hearing individuals in Québec society.
