M. Leitão : Bonjour, mesdames
messieurs. Merci d'être là. Donc, jour de mise à jour économique, écoutez, mise
à jour économique que je trouve décevante, et cela, pour plusieurs raisons.
D'abord, en termes de croissance
économique, je trouve que le discours de la CAQ comme quoi il y avait un effet
CAQ et la croissance s'accélérerait depuis leur arrivée au pouvoir, bon, ce
n'est pas ça du tout. L'économie ralentit. Et ce qui est particulièrement
important de noter, c'est que l'économie ralentit parce qu'il y a une
décélération des exportations et une décélération aussi marquée des
investissements privés, les deux choses que M. Legault disait que c'était sa
grande mission. Il avait même dit à un moment donné qu'il téléphonerait aux
délégués généraux si jamais les exportations n'étaient pas bonnes. Bien, à qui
il va téléphoner maintenant? Parce que, clairement, le ministre des Finances,
lui, anticipe une décélération marquée des exportations. Donc, premièrement,
l'effet CAQ ne semble pas être présent.
Deuxièmement, pour ce qui est du soutien
aux personnes, donc là mettre de l'argent dans la poche des Québécois,
850 millions de dollars, bon, ce qu'on voit, c'est qu'il y a beaucoup de
personnes qui ne reçoivent rien. Le gouvernement cible les familles avec enfants
et il oublie toutes les autres familles du Québec, tous ceux qui n'ont pas
d'enfants, les aînés. Il n'y a absolument rien de nouveau pour ces groupes-là
qui sont quand même très importants dans notre société. Alors, ça, c'est
très...
Et, en plus de ça, ce qui se passe aussi,
c'est que, pendant que certaines familles vont bénéficier avec notamment l'augmentation
d'allocations familiales, et c'est important, toutes les familles et toutes les
personnes vont être affectées par une hausse des tarifs d'hydroélectricité en
2020... non, 2020, c'est un gel, mais 2021, etc., parce qu'on voit dans la mise
à jour qu'il y a une prévision de l'inflation plus élevée que lors du mois de
mars, par exemple. Et donc les tarifs d'hydroélectricité, en 2021, 2022 et les
années suivantes, vont être plus élevés que ça aurait été le cas. Alors, d'un
côté, on donne des allocations familiales plus généreuses, mais, de l'autre
côté, on va faire payer tout le monde une facture d'électricité qui serait
encore plus élevée.
Et, troisièmement, troisième élément pour
lequel nous sommes déçus, c'est que le gouvernement avait les moyens de mettre
en oeuvre ce que nous avions demandé plus tôt, c'est des projets ratios pour
mettre fin au temps supplémentaire obligatoire. Les moyens étaient là, les
moyens sont là. Encore ce matin, j'entendais la présidente de la fédération des
infirmières qui disait que ces projets-là sont très probants. Les résultats
sont très intéressants. Le gouvernement a les moyens. Il a choisi de ne pas mettre
en oeuvre les projets ratios qui mettraient fin au temps supplémentaire
obligatoire.
Donc, ça, ce sont mes trois grandes
déceptions de cette mise à jour économique.

Mme Fletcher (Raquel) : Moi,
j'ai des questions.

Mme Fletcher
(Raquel) :O.K. Oh! this has never happened before.
You said the Government has the means to put in place some
major projects. You mentioned, obviously, no longer working overtime for nurses,
but also climate change. They said that they were going to fight climate
change, but there is no line item in the budget. Can you talk about those
things that obviously you feel like they were missed?
M. Leitão : Yes. One of the big things we had asked the Government just a few days ago was to put in
practice, put in motion the project that would try… the pilot projects in the
health care field regarding the ratio of nurses per patient. And those pilot
projects are now finished and the results are certainly very encouraging. And,
I think, in the health care system, everybody understands that those projects
should be deployed all along the health care system. And the Government has the financial means to do so.
We understand that deploying those new ratios across the system is expensive,
but the Government had the
means to do so in the update and they didn't. So that's a major, in my opinion,
source of disappointment in that there is nothing to put in motion a real
reform of the ratios of nurses to patients.
Mme Fletcher
(Raquel) : Mr. Girard, obviously, is
anticipating Mme McCann to come up with… She says she's going to follow up on
that promised project. So there's a plan in the works. He mentioned Mr.
Charrette is consulting right now on climate change, so he'll have a plan in
early 2020. What else? Oh! there's also those First Nations reconciliation… the
Viens report that came out.
So all these projects are
in the works, but it wasn't mentioned in the economic update. What kind of risk
or problem is the CAQ courting? Because they know these projects are coming,
but they haven't anticipated how much money they're going to cost.
M. Leitão : Yes, that's right. And there is some room to maneuver because the Government is projecting a surplus of $1.4 billion
for the current fiscal year. So between now and March 31st, the Government will have time, will have the
means to do so. What worries me more is the fact that the Government now studies a lot and then
doesn't do much, except when they actually act, then what they act is largely
improvised, like what is happening currently with immigration, what is
happening currently with Hydro-Québec and Bill 34.
So it's a bit of a
strange situation in which
either the Government moves
very slowly, as is the case in health care because nothing much has really
happened, or then he moves too quickly and then has to backtrack because what
was announced is improvised. So it's, I think, a rather disappointing way to
govern.
Mme Fletcher
(Raquel) : I wanted to ask you also about the
immigration issue because, in the economic update, they said there are 80,000 jobs that should have been created this year, which is
about twice the number of jobs that we saw last year. And, of course, obviously,
that creates a bit of an issue with the labor shortage. What is the financial
risk or the financial cost if we don't have enough employees to fill these
jobs?
M. Leitão :
Well, what will happen, and relatively shortly, is that you start noticing an
even more pronounced slowdown of the economy. If, you know, the number of
companies rises, companies that have to postpone or
even refuse contracts because they don't have the workers to man the machines,
then the economy will slow even more pronouncedly than is the case anticipated here.
So the labor shortages are a severe problem. It's a short-term problem and a
long-term problem. In the short-term, they're compounding the issue by having totally inappropriate immigration policies.
Mme Greig
(Kelly) : I apologize if this has been asked.
I'm a little late.
M. Leitão : That's OK.
Mme Greig
(Kelly) : The Government's clearly in spending mode. How do you think this could impact
future negotiations with public sector employees?
M. Leitão : The Government is in spending mode. At the
same time, its spending is relatively well targeted. It's not in the update,
but I heard the Minister, in his press conference, say that what they are
anticipating is a, you know, overall increase tied to the rate of inflation. They
don't expect to go beyond that. What I'm telling them is that, even if it is
that, even if it is just 2%, that's a significant amount of money that is not
provisioned in the update. So we'll have to see how they deploy that in the
budget. But that will have an impact only down the road, so they have time
between now and then to adjust. But, from what they were saying today, they're
going to limit wage increases to the rate of inflation.
Mme Fletcher
(Raquel) : Good idea, bad idea?
M. Leitão : Well, you know, I
think the Minister is trying to lower expectations and trying to manage the
upcoming cycle of collective bargaining. As we all have seen, the unions have
made substantial wage demands, and the Government is trying to bring down those expectations. We'll see where the
process takes us in the next few months.
M. Robitaille (Antoine) : Et sur
le Web non plus, comme vous l'avez demandé, la taxation des...
M. Leitão : La taxation des GAFA,
il n'y a rien non plus, et c'était très important de... On ne parlait pas de
gros montants, mais, quand même, 50 millions pour mettre en oeuvre les
recommandations de la commission Viens pour les autochtones, là aussi, il n'y
avait absolument rien. Donc, c'est un peu décevant, surtout si... On n'avait
pas beaucoup de demandes, mais ces deux-là, les projets ratios pour les
infirmières et un fonds pour mettre en oeuvre les recommandations du comité
Viens, c'est très décevant qu'il n'y avait rien dans la mise à jour.
